Part P of the building regulations makes most domestic electrical work notifiable to building control. An electrician registered with NICEIC or NAPIT can self-certify it. An unregistered one cannot, so you pay the council a separate fee, typically £200 to £400.

How do I know if my house needs a rewire?

Rubber, lead or fabric-sheathed cable, a fuse box with rewireable fuses, or no RCD protection all point to it. An EICR will tell you definitively and costs far less than guessing.
